Ratio : is a quantitative relation between two amounts showing the number of times one value contains or is contained within the other.
example: A ratio is a comparison of two numbers. Separate the two numbers in the ratio with a colon. you want to write the ratio of 3 and 12.We can write this as 3:12 or as a fraction 3/12, and we say the ratio is three to twelve.
Rate : A measure, quantity, or frequency,one measured against some other quantity or measure.
example: You have a family of four people; 2 adults, one 9 year old child, and one 5 year old child. You have selected the American Plan Package (basic cabin rate + 3 meals per day) as the best package for your family. You would like cabin #33. Your rate would be $380.
Proportion: A part or number considered in comparative relation to a whole.
example: Solve for n: 1/2 = n/4. Using cross products we see that 2 × n = 1 × 4 =4, so 2 × n = 4. Dividing both sides by 2, n = 4 ÷ 2 so that n = 2.

No it doesnt seem fair because the homeless guy only took 100$ and he didnt hurt anyone.
